As president of Rasmussen Planning, Inc. (RPI), Wayne Rasmussen has over 35 years of planning experience and has held positions such as Planning Director, Deputy City Manager, and other planning roles with the Bay Area cities of Petaluma, Danville, Orinda and Pleasanton. Mr. Rasmussen holds degrees in City and Regional Planning (B.S.) from Cal Poly San Luis Obispo, and Regional Planning (M.R.P.) from the Pennsylvania State University. He has also completed various professional development programs in urban planning from Harvard University.

Mr. Rasmussen's expertise and in-depth experience include master planning for mixed-use developments, international luxury resort communities, historic downtowns, business centers, regional recreational parks, and golf courses communities. He has also provided extensive expert witnessing services for a variety of eminent domain and other land use matters over the last 14 years. Mr. Rasmussen has also studied and published extensively regarding planning, urban design and  sea level rise risk.
